PTCL call rates

Why does the PTCL persist in finding new ways to fleece its 'valued' customers? I refer to the latest move to charge the same rates (two rupees for every three minutes) for local as well as calls made to any city in Pakistan. How does this benefit the common man? I don't think there are many people in Pakistan who have to make calls to other cities in the country.

I am one of those millions who don't have any relatives outside my hometown. The only beneficiaries of course will be the corporate entities who have branches and customers all over the country. The PTCL should follow its parent company (Etisalat) and make local calls free.
